Bismarck State College (BSC) is a public institution founded in 1939 as Bismarck Junior College. The first class was held on September 4, 1939, with 107 students and 12 faculties. By the late 1940s, a new campus and buildings became increasingly urgent to accommodate the overwhelming enrollments. In 1955, BJC moved into its own building situated on 15 acres at 900 Boulevard Avenue. As the institution has gone through several stages in the development, there were several changes in the name and in 1987 it was renamed to the current name, Bismarck State College (BSC).

In 1939 the Bismarck Junior College (BJC) Library was founded as part of the Bismarck High School. After several changes in the location and developments, in 2015 the library moved to its current location, LEA Hall.
